This afternoon at the Golden Date Area Council’s Volunteer Celebration five Eagle Scouts from the GGAC were recognized with NESA Outstanding Eagle Scout Award (NOESA). The NOESA was established during the BSA’s 100th Anniversary in 2010 with the first recipient to receive the award a year later. The award was created to recognize notable Eagle Scouts who had either performed distinguished service at the local, state, or regional level or who were known nationally, but had not yet met the 25-year tenure as an Eagle for the Distinguished Eagle Scout Award.
This afternoon GGAC NESA Chairman Clavin Masuda (1973) and GGAC NESA Awards Charmain Jay Johnson (1969) recognized: Gary Baysmore (1965), Trex Donovan (1982), David Haubert (1985), Craig Mizutani (1986), and Jeffrey Orthmann (1986). Gary L. Baysmore Eagle Class of 1965
Gary Baysmore was a Scoutmaster for 15 years, leading troops in the primary African American area of East Oakland CA. This is an area where the Boy Scouts is not a household name. In those 15 years, Gary managed to shepherd 5 African American scouts to the rank of Eagle.
Gary was selected as the Scoutmaster to the Peralta/Golden Gate Districts contingent for the 1993 National Jamboree.
Gary served on the San Francisco Bay Area Council’s Wood Badge staff for 6 years and was Wood Badge Course Director for WE3-28-96.
In 1999 Gary was selected as Advisor and led a crew of Scouts from the San Francisco Bay Area Council on a High Adventure trek at Philmont.
During Gary’s tenure in scouting, he has held a number of District and Council positions, including District Membership Chair, District Roundtable Commissioner, District Commissioner, Unit Commissioner, Member at Large on the Council Advancement and Recognition Committee, and District Training Chair. Gary is currently serving as the Peralta District Special Needs Advocate.
Gary’s community involvement includes the following: Gary served 6 years on the Alameda Mental Health Advisory Board. He served as Board Chair for the last 3 years. Gary served for 3 years as a volunteer with the Bay Area Black United Fund. Gary is currently involved with the Sustainable Economies Organization which focuses on cooperative businesses and housing.
Neville “Trex” Donovan Eagle Class of 1982
“Trex” Donovan is the epitome of an Eagle Scout. He is patient, friendly, helpful, courteous, giving, kind, skilled, and knowledgeable. He has volunteered, participated, and successfully led Troop 939 as Scoutmaster and Assistant Scoutmaster for four-plus years. In addition, he is a very popular merit badge counselor for 15 merit badges.
Trex embodies a commitment to leadership and service. He leads by example by giving his all with a “can do” attitude. Trex is a pillar of the Livermore community as the owner of the successful Buena Vista Tree Service business and community volunteer, whether its supplying mulch for planter beds, cutting up a downed tree, picking up trash on the roadways and hiking trails, or rolling in with his load of equipment for a service project. He even generously donates blood every month to the blood bank.
Trex has that natural ability to work with all types of people and make them feel comfortable and confident. He is a joy to work with, and as I like to say, “Trex is all heart”!
David Haubert Eagle Class of 1985
David Haubert is recognized for his leadership skills and service to the community. Currently, David serves as Supervisor, Alameda County. He began his public service over 20 years ago when he volunteered to chair his daughter’s School Site Council. He was then elected to the Dublin Unified School District Board of Trustees and served ten years, including four as President.
In 2014, he was elected Mayor of Dublin, California, where he helped add six new parks and an aquatics center. In 2020, he was elected to the Alameda County Board of Supervisors. For 11 years, he has served on the Anka Behavioral Health Board of Directors, which serves the homeless, mentally challenged, and physically disabled.
He coached soccer and serves on the Dublin United Soccer League Board. He also serves on the Easter Seals Bay Area Finance Committee, Hope Hospice Advisory Board, Dublin Rotary, and volunteers for the Red Window Project to Combat human trafficking.
Craig Mizutani Eagle Class of 1986
Craig has taken on different positions at the Council level. He served as a National Jamboree leader as a 2010 National Jamboree ASM, 2013 Scoutmaster, and 2017 National Jamboree Chair, ensuring the youth participants have memorable experiences at the events. Craig also understood the importance of providing our youth with trained adult leaders. He has served as a Troop Guide in 6 Woodbadge courses. Craig has also taught classes annually at L.E.A.D., our council’s Leader Education and Discovery day.
Craig stays equally active outside of the Scouting community. He served as a member of the Board of Deacons from 1999 – 2002, a God and Country Program Counselor, and the Capital Campaign Co-chair for the St. Andrews Presbyterian Church in Pleasant Hill, CA. Craig was a CYO coach for the St. Bonaventure Track Team from 2007 – 2012. He was also a member of the California Water Environment Association Professional Development Committee from 2002-2008. In 2019, Craig accepted the appointment as a Planning Commissioner with the City of Concord’s Planning Commission.
Jeffrey Orthmann Eagle Class of 1986
Jeff exemplifies the commitment each of us makes when we recite the Eagle pledge by constantly giving to his community by giving of himself whenever and wherever the need exists. As an EMT for the City of Alameda Fire Department, Jeff was active in community service by volunteering for the AFD Pumpkin Give-Away, the Alameda Food Bank Holiday Meal Give-Away, the Wheelchair Regatta, and the US Marines Toys for Tots drives, to mention just a few. Jeff’s community volunteering efforts was recognized by the City of Brisbane with their Star Award for 4-years running between 1994 and 1997. He also routinely volunteers as the medic for District camporees and various cub scouting events.
His scouting activities have included being an ASM and, most recently, the SM for Troop 900, and he is an active member of the GGAC NESA Committees, serving as the chairman of the Service Projects Committee. He also currently serves as the Twin Valley District camping chair, as well as helping found and serving as an ASM for a new all-girl troop, Troop 2942. He regularly assists and mentors scouts in completing their Eagle Projects and achieving the rank of Eagle Scout. He also routinely volunteers to sit on Twin Valley District Eagle Scout Boards of Review. As if this was not enough, he is currently working with Troop 2998, another all-girl troop, to sponsor the Twin Valley District Camporee in 2022.
